You have to have the cosmetic item in your inventory, dye the item whatever color you want to wear, drag it to the slot it belongs in. If you do not have a wardrobe you can still use cosmetic items! You can dye items in the wardrobe and then select what color you want to use from the wardrobe before using the item. To use an item in your wardrobe you drag it from your wardrobe to the appropriate slot in your cosmetic outfit on your outfit/gear panel.

You either have to have an active VIP subscription OR buy slots from the store to be able to add new items to the wardrobe (VIP get either ten or twenty slots for free as long as they are active, you can use items in those slots after VIP expires, but if you remove an item from the wardrobe after that you can't add something new back in). The wardrobe is a handy place to put cosmetics in that all characters can access.
